Potential guide to the diplomatic immunity achievement
So I basically made a spreadsheet on blue crew events and found the following:

1. Crew

Rock, Engi, and Slug have by far the most blue events (rock has 5, Engi 7, Slug 10). Engi and Slug have most of their events in their own sectors, while Rock seem to have more events in all sectors. This potentially makes federation B a solid option since Slugs seem harder to recruit than Engi and Rock. Slugs are also useful in a save-scum approach that will be discussed later. Zoltan and Mantis only have 2 events each and my successful run did not involve them at all.

2. Sector

Following the logic above, Engi and Slug sectors should be prioritized if you have the right crew. This means choosing a path that crosses as many purple and green sectors as possible.

3. Signal

If you happen to find a long-ranged scanner, then each sector requires a different routing strategy.

For sectors that are not race-specific (e.g. civilian, uncharted nebula, etc.), there are only 6 events total and they all involve Rock/Engi/Slug. Always go for a blank signal (no ship) or a distress signal for these. However, there is one exception for the uncharted nebula sector - it has a Rock crew event at a ship w/ hazard beacon and that ended up being in my run.

For Engi sectors (including Engi-controlled and Engi Homeworlds), always go to blank signal that has NO distress signals since none of the 8 possible events involve a distress signal.

For Slug sectors (Slug-controlled and Slug Home), either blank signal w/ no distress or ship present signal could have an event. However I did not personally have a slug sector in my run so this is unconfirmed.

As a side note, Mantis Homeworlds has only 1 event with ship presence that needs a Mantis crew. Zoltan sectors have 2 at blank signal (no distress), one requires a Slug crew and the other requires a Zoltan.

4. Out of fuel

There are 2 events when you are out of fuel with the distress beacon ON that involves either an Engi or Slug crew member. Just make sure you have at least 15 scraps to make the purchase.

If you allow yourself to save-scum (which I was guilty of in my run), the out-of-fuel event could be the most reliable way to get a blue event. Just re-roll the out-of-fuel encounter till the right event pops up.

Final notes

These strategies (when combined with luck and save-scumming) allowed me to get the achievement on my second run with Federation B. It was actually done before I exited sector 4 so there was maybe room for even more blue events if I followed my rules.

Here is to hope that my insolence does not anger the RNG gods and they would still have mercy on my soul as I churn through the rest of my FTL achievements.

Lanius also have a lot of blue option events within the Abandoned Sector. In going for this achievement, it's worthwhile to pick up Lanius crew particularly in an early beacon store, or the Translator event.

You're absolutely right! I have just realized I entirely overlooked Lanius since I'm so used to playing without AE enabled to simplify things. Lanius cruiser would be my next step in the grind.

If you are hunting for Slug Sectors, know that they only begin appearing as early as Sector 4. If you see a purple in sectors 2 or 3, that's just an uncharted nebula
