If you are getting damaged every beacon, yes.
Yeah,only good when vs flagship/special conditions
other than that=not worth it
especially in hard mode, -15% scrap is disaster if you don't know what you are doing
in easy/medium=maybe worth to buy it
because they have no shield they are bound to get hit often. so if you somehow get a repair arm early on, its worth keeping since it will always repair the constant damge you are taking.
I mean early on there is no downside, you are repairing for a comparable price.
Then once you get to later sectors where the 15% is more than the cost of repairs you can just sell it and make some of the scrap profits back.
Some heal is better than none and once you get to the point where you have everything you need to win anyway it shines. Useful if you can spare the scrap.
It's bad in easy mode and not so bad in hard mode because you get less scrap the harder the mode. Also if you in a situation where you rarely need to see a shop, it's almost like having and extra jump because you don't have to go seek out repairs.
