Are you sure you're actually running the 1.9.1 version? Because that won't even look for a data.dat file. The current .dat file is a combo of the previously existing ones and called ftl.dat. 1.9.1 will look for that instead.
I suspect that whether you downloaded 1.9.1 or not, you still have an older version that you're actually running.
It should actually say in the main text window when modman.jar loads.
I took the file SlipstreamModManager_1.9.1-Win and put it into my FTL folder which is under steamapps>common>FTL Faster Than Light.
I then ran modman and a message cam up saying:
- You will now be prompted to locate FTL manuallly.
Look in {FTL dir} to select 'ftl.dat' or 'data.dat'.
It may be buried under a subdirectory called 'resources/'.
Or select 'FTL.app', if you're on OSX -
It then takes me to file explorer and I can never find any of the files they requested.
I got the mod itself from the subset forms.

Edit: Wow, they actually censor r e t a r d e d.
Yeah, they do, because a lot of people call people who have disabilties that and a lot of people find it offensive because of that
