Early game: Engines
Late game: Shields, since engines and weapons will be maxed late game
A major problem with shields is if you aren't careful, he'll pull a power out of the shields and pop a layer any time he walks into or out of the room. Pull a power from some less important system any time you move him.
Why would you ever move him from the room? The only time i ever move a crew member is if repairs are needed, and an engie does that
Because he only has 70 health and it's on fire/just got hit by a breach missile taking him instantly to 10 health plus the room is breached/boarded by 4 enemies, etc.
As an example, lets assume you have a shield system with 3 shield bubbles, which requires 6 power from your reactor.
Lets also assume the ion damage in question is 1, from an Ion Blast MkI (has 8 second recharge time, does 1 point of ion damage)
When the ion projectile hits the shield, it removes 1 point of reactor power from the shield system, which drops you down to 2 shield bubbles.
Normally, 2 shield bubbles require 4 reactor power, but your shield system now has 5 power in it - enough for 2 shield bubbles, but not enough for 3.
If a Zoltan crew member walks into the shield room now, his bonus power will increase the shield's power back up to 6, which will then restore that 3rd shield bubble.
2x Zoltan crew members are only required to provide a single shield bubble that cannot be dropped by further ion damage.
Never ever ever do anything that gives you a chance of losing a crewmember. Even with a Clone Bay it STILL sometimes doesn't work (eg Zoltan Great Eye).
