Haven't you been listening to the fans of Silent Hill 2: Modern Memories?

They HATE the original, and want EVERYTHING changed about it that made it a special game.

As long as it feels like a Resident Evil Clone, they are happy, and they get to destroy the name of Silent Hill 2, best deal ever for the haters.

the original had heavy fog because you couldnt render very far on old consoles so with newer hardware that isnt an issue, so its mostly a stylistic thing

The mist is a symbol of Silent Hill. It can also be interpreted as the thoughts of the dead rising up from the lake and settling over the town."

Assuming it's like the changes to the character models and they are just people not understanding what it should be, scared it'll look better than the average fog or whatever.

Its both.

The fog originally was a way to bypass drawdistance. But it was also essential and completely intentional and well made once they realized how it allowed them to do what they wanted.

Something can both be a hardware bypass at first, while also becoming a key aspect at the same time.
