Why did they make james look like leon in silent hill 2 remake?

Some of you should seek help, James has always had that hairstyle and always been blonde, it's Leon that was changed in 4 and RE2R (both of which came out after SIlent Hill 2) seeing as he had red hair with that 90s UK boyband middle parting haircut in the original RE2.
