If it's 100% GPU usage even when lowering settings that just means it still needs all the GPU to give you the graphical quality and performance you've asked of it.
For example, let's say on my 4090 i max the game out and it gives me 60fps and it needs 100% of my GPU to do so right, then i lower everything to the lowest settings possible and now it kicks out 240fps (example) it may still need 100% of my GPU to give me that performance.
The only way to reduce your GPU usage is to cap your FPS, by doing that the GPU has to do less work to give you your target frames therefore reducing your usage.
That's a strange one.
Unless certain settings cause the GPU to do more work regardless of your FPS.
I know when i tried to cap my FPS in game it didn't actually work, no idea why but my FPS stayed uncapped, unless i needed to restart.
Also i'm assuming you're actually using the 3080 and not integrated graphics? I'm sure you are but it can happen :)
Not really sure what to suggest without seeing it, i just know that 100% GPU usage is a good thing, it's weird it doesn't reduce if you cap your FPS though so i understand if you feel maybe something is incorrectly causing it to hit 100%, but i feel like if performance is good and temps are fine then you have nothing to worry about.
