I hadn't even left the back room of the record shop before they both revived. (And I am of the habit to stomp until; not only do I see the blood pool, but hear a distinct 'cracking' noise.) I think some creatures are specifically scripted to revive no matter what you do.
I think the "important backtracking" might be related...
No, this is not it actually. I've watched nurses revive, I was literally standing next to them and they revive, and it's not like game just spawns new off screen. There's actual animation for it. Nurse starts to twitch on ground and raises up, full animation. It's definitively intended feature.
However I am not sure if it's chance based or related to key items player having in inventory, similar how to Nemesis would pop up in og RE3 based on which key items player had in inventory.
