Based on how low the sale numbers are. Probably the winter sale coming up in December.

A year or longer is standard for such high-profile, best-selling games. You will not see it on sale for more than -10% for a couple of years.

If you have a PS5, I got it in a bundle: SH2 + a controller for 100. Check if you have sth similar.

Did you look further down or are you so dense that you see concurrent players on a single player game and assume thats the maximum amount of people who own it? If you look a little further down on the steam charts page ots estimated that OVER 140K UNIQUE ACCOUNTS OWN IT
