And Konami decided to remake it because it's the best one. They're just playing it safe since video-games is but a sidejob for them.
Silent Hill 1 and 3 are directly related, 2 and 4 are more of a stand alone stories.
It is still better if you played them all so you can appreciate the history and atmosphere of the town of Silent Hill, but it is in no way necessary to play SH 1 to enjoy 2.
Because it is the most loved game in the series and it is the safest choice, also as I mentioned above, it is not directly connected to the story of the other games, which makes it a good entry point for newcomers to the series. SH 1 is also a good starting point, but that game is nowhere near as popular and loved as SH 2, which makes it too big of a risk, especially since the franchise was practically dead for 15 years.
I think if SH 2 Remake turns out to be a success they will follow up with SH 1 and SH 3.
SH 1 is without a doubt the game in the series that needs a remake the most, even though I love it a lot, that game was already technically outdated on the day of its release.
2 Remake will probably sell well sure, but the trailers already show either a misunderstanding of the main character, or an intentional change to the main character.
For new fans this won’t sound like much, but SH2 Original is extremely specific with its characters, how they talk, and how they act.
There is the PC Enhanced edition you can use to play through 2 and that should definitely be played before looking at this reinterpretation
SH2 is the most popular game in the franchise and it happens not to be directly connected to SH1. Just in general most of the time Silent Hill games tend not to have strong connections between each other outside of the general idea of how supernatural aspects of it all work and some easter egg callbacks here and there, exceptions being SH3 being a direct sequel to SH1 and SH0 being an unnecessary prequel to SH1 developed by a different team.
So it makes sense to start with you biggest potential seller that can attract the biggest crowd possible due to the legendary status of the original while also standing alone no problem.
If it indeed succeeds, they should later greenlight SH1 remake followed by SH3 as duology of sorts. When/if that is all done and if all successful, they might (and I stress it, might, but don't have to) consider remaking SH4 with some heavy restructuring this particular game would require. Otherwise in my opinion the rest of the games do not deserve to be remade.
One possible exception being Shattered Memories which was itself a weird remake/reimagining/alternative universe type of a deal playing off SH1. I personally wouldn't count it either.
I've seen this ♥♥♥♥ happening so many times before in the past decades. I've lost count of how many streamers i watched that finished this game and then went "but what happened to this town? Why is it haunted like that?". I've even seen cases where the streamer started arguing with his own moderators because they have previously said he could skip SH1, just to get roasted by the streamer at the end of the game, sweating and saying "yeah well... you need to play SH1 to know what happened to the town... "

Not to mention the whole "James is manifesting the monsters, not Alessa" affair with the "I don't need you anymore, P.Head!" cutscene. Even though the name Alessa is never mentioned, it is much more impactful when you have played SH1 before hand. Specially when you figure out the details by yourself even before that cutscene happens. You can clearly tell the developers had the basis of SH1 in mind when writing SH2 for the fans of the first game.
Don't play a game just to have to google stuff after you finish it, or have people explaining (and spoiling) things to you on your twitch chat. I just facepalm every time someone tell the player that "James is manifesting these monsters. Alessa this and Alessa that..." less than 30 minutes into the playthrough
Please do yourself a favor and don't listen to these people. Go do a quick playthrough of SH1 on emulator before this comes out. What do you have to lose? It won't bite, its a short 6 hour game, runs on a toaster and Its totally worth your time. Trust me on this.
