For me, it runs overall fine. I do occasionally hit patches with frame drops. Note I do not run things at 4k, nor do I use ray tracing with this game so if you are going to do either of those, then my experience won't help at all. I run on 1080p, settings maxed out and DLSS set to quality.
Outside of the occasional frame drop, the game ran just fine for me. And by occasional, I mean that probably less than 5 times throughout a 20 hour run. Though there will be those comments that claim that I MUST be having issues running the game and I MUST be having huuuge stuttering issues. I really couldn't care even less than I already do.
For me, runs fine. As someone else suggested, wait for the winter sales, pick it up, and try it. You'll know within 2 hours if the game will work for you or not.

The topic starter won't have more than 50 fps maybe without frame gen, so they won't experience much of stutters.
In my experience (5700x+4080) game runs almost stutterless with framegen and 60 fps lock. So the experience with "i7 13650hx and an rtx 4060" should lie near.
