Not enough meds
There is such low meds in this game that I can't even pass the apartments... I'm literally stuck in this area because I die every time. I guess if I had more ammo I could stay away from the mannequins but I don't mind there not being that much ammo compared to not that much healing, I'm walking around with a giant red border and my character is groveling and pissing and moaning constantly. It's quite annoying that I can't even progress because of the difficulty. I'm playing on standard difficulty with a controller. Which reminds me, using a controller is nearly impossible as the stutter problem makes aiming impossible... This is some bunk ass ♥♥♥♥.

Oddly enough apartments is the most starved of resources. Later on you have plenty by end game on normal anyway I had like 30 drinks and syringes. Other world apartment section is honestly poorly balanced compared to later areas.

Outside of enemy damage and health, I don't think that really addresses OP's issue with health items in the apartments.

It really isn't that bad, only advice I would give is get familiar with melee combat and only use guns when surrounded. Compared to the OG this game is way more combat focused.

I guess it depends, combat is a bit clunky and enemies can be surprisingly fast, that its hard to avoid some attacks. You can waste a lot of resources on a single enemy and next time you get them melee without damage. I sometimes reloaded or died intentionally, when there were too many mishaps, but I played on hard, where a wrong call could kill you very fast or cost you a syringe.
Also be aware, that a syringe is equal to 3 health drinks. Those are best used, when the health sign is already pulsating, otherwise it's a waste.

Not sure, with less damage and health, OP could recover, and build up some items

Resources are intentionally scarce earlier in the game, by the end I was drowning in them. Your best bet is learning the enemy patterns and resource management to minimize the need for items.
It's tough at first, but eventually you're barely even be using ammo in favor of the infinite melee attacks and dodge moves. And yes, the direction you dodge is a big part of it.

There are only a handful of enemies in the game and most of them follow a series of patterns to the point that they are only ever threatening when they either catch you by surprise or show up in large numbers. I'm not saying to treat it like Dark Souls, but that mindset in combat will be very helpful.

For reference, my first play-through was on standard difficulty and I only had two deaths, one from accidentally stepping in acid puke on the floor before it dried all the way and one from the Final Boss fight. My most used weapon was the Pipe, but I did use the pistol a lot to kneecap tougher enemies so I would have an opening to pummel them with melee.

I wouldn't even say the ressources are scarce. I'm average at TPS/FPS, yet i think there is too many resources on Standard.

I distinctly remember by the time I reached the final boss I had 20+ of each healing item.

No, not in total. Each. 40 health items.

Like, dude. Use your gun from a distance. Shoot the legs. Get the knock down. Beat the **** out of the thing while it's on the ground. It's really not that hard. Those Mannequins are real slick, though, and the knife nurses are crazy, but I find it impossible to ever run out of healing at any point.

meds and ammo are NOT scarce on standard... at all.

you need to learn to properly melee fight without getting hit, thats it.

You're doing something very wrong. I played on Hard with a controller and by the time I was in the apartments I have probably 20+ health drinks.

By the end of the game I had over 60 health drinks and more than 20 syringes. As for the ammo, this game gives you more ammo than RE4 does.

If you are struggling on Standard, lower the difficulty.

Also, you can disable the red border to indicates damage.

When I got to the hospital I had to start using my pistol because I had over 200 bullets on Hard mode. That is in my first playthrough. So it's not like I knew where to find all the ammo boxes or already knew how to fight melee efficiently.
