Then the STEAM build doesn't have the problems people have been claiming it has.

Yes it does. It's called UE5..it's well documented. I've been playing the game for 3 hrs on a 3090ti at 1440p on a 10900kf, 64 GB DDR4 3200mhz cl16...well above specs. I do use max settings with RT and DLSS balanced though... It has the typical traversal stutters inherent in all UE5 games. Turning down settings doesn't mitigate this. You are simply spreading misinfo.

I keep a steady almost locked 60 through the fps limit, but it is still a stutter fest which is only slightly mitigated by VRR. It has nothing to do with the shader cache as it never gets better. It's entirely related to the way it streams and loads assets...which is an engine problem.

Throwing a 4090 at it or a 5090 makes no difference as well. You can't brute force through a crappy engine.

Also tried FSR 3.1 framegen on this nvidia card. It's bad too as the traversal stutters get amplified by inserting fake frames....aka double stutter

Nah. Rubbish.
your false assertions are rubbish. Saying identical builds function differently is rubbish. trying to entice people with false info is rubbish. Thinking GOG fixed Unreal 5 is rubbish. ROTFLMAO Being oblivious to reality as you are being is rubbish.

Calm down. The claims being made on here are grossly embellished. It's no different to all the people on Dead Space saying that a small and occasional corridor hitch makes it unplayable.

Same with this, any and all claims about Silent Hill Remake being bugged out the wazoo are - and always were, and always will be - Absolute Rubbish.

It's not claims of any bugs, its just a factually inherent engine issue

I don't know then. Probably a hardware / proprietorial issue. I've been building my own rigs using specifically non-branded components for 14 years and don't experience the majority of problems people talk about.
I was experiencing the stutter for a while, personally, but updating my drivers seemed to make it better.
