Not at all. Even the industry leader in performance analysis has weighed in on this topic after testing with a 4090/7800x3d combo. You're either suffering from cognitive dissonance or you don't have any standards in regards to fluidity. If you think this game "runs fine" on your 3080 you might as well grab a xx60 card because that GPU is wasted on you

You are dellusional, and that video was from before they patched and fixed the majority of the stutter. Update your game.

When this engine has been a mess since the start and UE4 was not that great either, it's the devs who deserve the blame for using it in the first place.
That said, there are some games that run drastically better in UE5. Been a while since I've seen it mentioned, but I also believe bloober was using an old version of UE5 as well as they didn't bother putting the small effort to update UE5 to the latest and the version they used is one of the worst for stuttering.
Few reasons in my opinion:
1. People have low end rigs and this is just a normal experience for them. The better your rig the more annoying it gets. Why I think some of the most vocal with this stuff have been those of us with 4090s.
2. The majority have really high tolerance to this stuff / can't see it. This part wouldn't be so bad except that they seem to be so convinced because they can't see it that it can't exist. Even when they show proof that their rig is producing the same conditions we are complaining about, they still don't believe it's real.
2A. A really good example of this IMO was the dead space remake, specifically on the PS5. When it launched with VRS, VRS was causing all kinds of issues. On the PS5 it was the worst as it was derendering the whole picture to 720p with lowest rez textures possible. There were so many people absolutely convinced that the game was one of the best they had ever seen despite this. Then once patched they were convinced it looked the same despite being radically different. Was absolutely mind boggling.
Unfortunately the majority who lack the ability to see this stuff are always going to cause us trouble because the devs know they can get away with it.
