Locked door near rosewater park question

There is a locked door to the right of the entrance of the tunnel leading to rosewater park, just after meeting Laura in West South Vale. Usually if a door is jammed it will have a wavy red bar over it but if it is locked (meaning it was able to or in the future can be opened) there is a solid red bar over it on the map. This door has a solid red bar over it which I assume it means was or Is locked. Is there a way to open this door?
