If the core i5 9400f is as powerful as a Ryzen 3600x and the gtx 1660ti similar to the gtx 1070ti than it should run on low/medium settings with stable 30 fps in 1080p.

You should be able to on Low/Medium.

We don't know that. It's speculation at this point.

You laugh, but with FSR this may not look as ugly (currently playing SH Downpour @540p on Deck with FSR, and I'm not missing my PS3).
And considering the minimum requirements are for 1080p, OP may have a fighting chance @720p (which is not really that bad).

its 2024..30fps is not playable for this type of game or any for that matter.

1080p 30 medium you can do it, the original was 30 fps as well no prob, it's a slow paced game

30 FPS is most definitely more than playable on slower games like this one, while I would certainly prefer to play at a higher framerate it's really not that bad as long as it's a consistent 30. 30 FPS is only truly unplayable in competitive/pvp games.

GTA VI will most definitely run at 30 FPS on all consoles and probably even higher end GPUs so if you plan on playing that expect to also dump the money on the best GPU+CPU you can possibly get.

Unfortunately you can

Depends on the optimization. I personally think you should be fine, I have similar spec like you and I able to run hellblade 2 on med+high settings 30fps.
