How to enable FSR3 Frame Generation (GUIDE)
-You can enable FSR3 Frame Generation by tweaking the ini file
1-First launch the game at least once, after that press the windows key + R on the keyboard and type in this command : %localappdata%
2-Follow this path : SilentHill2\Saved\Config\Windows\
3-Look for Engine.ini file and open it with any text editor
4-Go to the bottom and add this command :
[SystemSettings]
r.FidelityFX.FI.Enabled=1.
5-Don't forget to save, after that open the game, and now if you select FSR3 Upscaling in the graphics menu you'll notice that Frame Generation is enabled.
However, it's not perfect as I noticed some texture and geometry flickering when using it.
-You can also add additional commands under [SystemSettings] in the ini file to remove some Post Processing Effects like Film Grain, Chromatic Aberration, Vignette... :
r.SceneColorFringe.Max=0 (Helps disable Chromatic Aberration)
r.SceneColorFringeQuality=0 (Helps disable Chromatic Aberration)
r.Distortion=0 (Help disable the Lens Distortion effect)
r.DisableDistortion=1(Help disable the Lens Distortion effect)
r.Tonemapper.GrainQuantization=0 (Helps disable the Film Grain effect)
r.Tonemapper.Quality=3 (Helps disable the Film Grain effect and using 0 instead of 3 disables the Vignette effect).

Yeah sure the frame gen helps, but because this game uses the crap fsr3.0 there is a lot of fps drops. If this game would have used fsr3.1 it would have been a lot better.
If someone can figure out on how to make fsr3.1 work in this game or the devs add it to this game then not much is really going to help especially for this like myself using an AMD gpu.
