Anyone else getting a strange "glitter" like effect in low light conditions?

Every time I enter a building light sources seem to create a strange "scattering" effect which really ruins the visual fidelity of the game. The edges of object emit bright white particles. No setting I have changed seems to affect it.

I have a 6750xt.

I've seen it in some streams. Looks like a bug

You seem to have the "Twilight Vampire Filter:" set to True. Go to your game ini and set that to False real quick.
