Deluxe Edition Artbook

I'm trying to access the artbook that is promised in the deluxe edition and I can't find it anywhere. Does it have to be unlocked somehow?

Most likely won't be unlocked until the game is officially released on Tuesday.

Right-click on game name in Library and choose "Manage" then "Browse Local Files." It's in the install folder, in the form of a .pdf file.

Artbook is inside steamapps/common/SilentHill2 folder.
