I bought the digital deluxe edition but it's not letting me install.

How did you restart steam? I've ended in task manager I've reset my PC I've logged out and signed. Back in, I even did all 3 simultaneously and it still ain't unlocked

Log out of Steam then log back in. I just did that and the install was there and ready to download.

i saw a post last night saying if you open the Steam App on your phone you can remotely download it onto your PC because it was bugged, I tried it last night and when i opened the steam app it gave me access on my PC right away! hope this helps

I've tried restarting, clearing cache, logging out and remote download from the app and nothing works. I still can't download the game.
