I think it's just Vietnam (due to the government ban) and China (not sure why there) for now? I live in Taiwan and it's available here.

Do they have laws on pre purchasing games? The official release date isn't until 8th.

No, our country dont have anny laws for that, i pre purchase BM Wukong, Warhammer....

Me and my brother love Silent hill 2 original so much and trying to get the game and play it but in the end you cant :(

Those are different publishers. Konami hasn't sold PES, Metal Gear, etc on Steam in Vietnam ever, as far as I know. I also seem to remember they never officially licensed or sold Yu-Gi-Oh! in Vietnam, too. Might just be related to MIC or ABEI.
