What we get (Deluxe owners) is just 10 pieces - less than a just CD1 (of 3 CD's) - 32 and a half minute long. Is this a joke?

I bought Deluxe only for soundtrack and nothing more.
Apparently the soundtrack can be found in the library page of the game.
It is on the right side where you can download and listen to it on Steam. You can also manage your soundtracks in your Steam Library. The downloaded files then can be found by default in STEAMLIBRARY/STEAMAPPS/MUSIC/SILENT HILL 2 - SOUNDTRACK
Sad news is this is only 10 tracks and not the entire actual soundtrack of the game. Bummer.

For instance, recently God of War: Ragnarok released and for more than 1 week the Steam soundtrack was marked as "coming soon" and later on they uploaded the full OST, so that is possibility...
