Valve has nothing to do with it. Someone from Bloober or Konami just has to login to the steamworks account and fix the config (if that's the prolem) or just enable it.

Again like I said looking on SteamDB they have parameters configured for it like telling steam which directory the saves are in etc. https://steamdb.info/app/2124490/ufs/
Seconded. Also, as OP explained, it's not a Valve thing. The Bloober Team just need login to their game's Steamworks account and enable/configure it. Steamworks itself is free for game developers and its up to the developer to add such functionality by using the Steamworks API into their game.
Of course, as users, we pay for the subscription/license service to play a game on Steam and use enabled/available Steamworks features. Additionally, Valve charges a commission of 30% from developers for each game sold via Steam.
