For better perfomance/FPS use -dx11 as a launch option
I got far better FPS in directx11.= but I didn't fix traversal stutter for me.
you don't have the raytracing option tough.

to add -dx11 as a launch option right on SH2 in your library property -> general tab -> additional launch option

I'll try this, but I've been trying to fix this issue since I got it, which is very disappointing cause I love Silent Hill and I really want to play it. Thank you for this recommendation.
