you can run it at 1080p epic at 46fps average (in the tested area). Try locking the game to 30fps.
Also, drop shaders to medium, it's the most taxing setting in the game next to RT. If you turn these two off, you should reapply SSR to max and increase shadows too if you want 60fps.
