I have it running on my old gaming laptop hooked up to a monitor.
Intel(R) Core(TM) i5-9300H CPU @ 2.40GHz
16Gb Ram
NVIDIA GTX 1650
After playing on high settings i turned down the shadows and some other options to make it run smoother. People need to fiddle with the game & graphics settings till they get a balance of performance vs quality.
Steam deck also works.
It might be fine as long you're willing to accept "under minimum requirements" might sometimes mean "lesser performance".
The game is far more GPU demanding than CPU demanding in my (admittedly limited) observation.
The big thing with the stutters is that they are traversal stutters and happen to most everyone, if not everyone, so you should forget that aspect in particular and focus on if your "baseline" performance will up to your desires. You have two hours to try it.
But at the end of the day, hardware gets faster over time, people adopt new hardware, and the average requirements of what games need also goes up as a result. Many games are also made with the consoles in mind and these latest ones especially are focusing on the newer consoles and not the older ones. Silent Hill 2 is one such game. So yeah, eventually, you need to keep up on hardware if you want to play the latest games and not have as many performance concerns. "Core i7" on its own doesn't mean anything. What generation/particular model it is means more. So if this "Core i7" is from the quad core era (7th generation or older) for example, then yeah, it's ancient in tech terms by now and the recent console port/demanding games are more and more being made with far higher CPUs in mind as the target.
But you might be okay if the CPU is the only issue. Sometimes you can get good enough performance on near minimum requirements because there is no actual standard for defining performance. It's just what the developers ensure will be "good enough" based on what they think or based on what they have tested it on.

I'm running behind but a friend of mine built this for me before he died. So, it's hard replacing parts or getting a new pc. But at this point, I might as well just look at getting a whole new rig because the motherboard is outdated and won't work for win11 when I'll need to officially switch over. I figure getting a whole new rig means I can still keep this one mostly the same and hand it down to my kids who are getting into gaming.
It's definitely approaching needing a platform replacement for new games, but it might not be completely unusable. It might make the stuttering spots a bit worse but honestly, the game is just going to have that anyway.
If you're not aiming for high refresh level of frame rates, and if you can accept some potential dips below 60 FPS (maybe in the apartments?), I'd say maybe it's worth a try. I didn't particularly notice a high level of utilization on my CPU (5800X3D) when playing, but I only checked it sometimes so maybe I'm wrong on that. I think some people mentioned they tried this on a Haswell and it wasn't totally unplayable. Since it's more GPU heavy, your GPU being better in relation to your CPU might make this good enough to work with.
If you have "hardware accelerated graphics scheduling" (HAGS) turned on, maybe try with it off. I heard some people say the drops in the apartments are less severe on nVidia with that off, but I can't confirm.
I suggest you give it a shot, you can always refund within 2 hours of gameplay if it runs poorly, and even then DLSS does wonders to performance.
