I don't understand the glitch either?
I haven't come across a good description from any of these discussion threads or a screenshot etc

After you finish the rotten area and jump down the cube does not get damaged or update unlocking the next path.
To do this it is best to have a save file present at the end of the rotten path BEFORE you jump down the hole. If you have such a save, you can proceed with the current steps.
1: whilst in windows press the Window key + R (this will open the launch console)
2: into the launch console paste the following: steam://open/console
3: In the console enter the following: download_depot 2124490 2124491 2696526119968453238
(Step 3 will prompt steam to download the entire 38GB file of the 1.0 version of Silent Hill 2, there will be no download indicator present but you can monitor your network usage via task manager if required. The length of this step will depend on your download speed)
4: Once step 3 is complete, this means the 1.0 version of the game is now downloaded and you will see in the console a path where these 1.0 files of the game are downloaded. Copy this file path and using the File Explorer program within windows, locate the 1.0 files.
5: Copy all of the files from the path previously mentioned and go to the path in which the 1.04 version of the game is installed on. This can be found by going to steam, finding silent hill 2 in your library, right clicking on silent hill 2, click manage, click browse local files.
6: Paste all of the 1.0 files you previously copied to the file path found in step 5 (windows will ask you do you want to replace the files; ensure you click yes to this step.)
7: Once the 1.0 files have finished replacing the 1.04 files you can now launch silent hill 2 as normal (you will now be playing the 1.0 version of the game)
8: Load your saved game, ideally the file which is at the end of the rotten path before you jump down the hole, though you can use an earlier save if you don’t have such a file.
9: Once you jump down the hole at the end of the rotten path proceed down the door in front of you and you will now find yourself once again back in the room with the rotating cube. If everything has been followed successfully you will notice that the second symbol is now illuminated on the wall whereas it was not before. You have now successfully bypassed the bug.
10: At this stage I strongly advise you make a new MANUAL save in the room with the rotating cube (do not save over your previous ones as a backup)
11: Now you have 2 options, you may simply continue playing on the 1.0 version of the game or you may quit the game, uninstall the game from steam and then choose to reinstall it as normal which will install the 1.04 version of the game whilst having bypassed the 1.04 labyrinth bug.
