It's best to get one separated if you can. You can even hide behind tall objects or doorways, then walk (not run) and whack them from behind when they start walking away, which will immediately drop them. You need to use melee a fair amount, especially at the start.
Either way with gun or melee, once they're down you must whack them at least a few times to make sure they don't get back up. Occasionally some will anyway, on Normal mode anyhow, probably even more so on harder modes. It's a horror game after all.
Only thing I can think of is you're missing a bunch of pistol shots that you think are hitting - nurses don't really react to handgun bullets that aren't headshots, so it can be hard to tell sometimes with that coupled with the poor lighting. Be sure and aim down the sight long enough to line your shot up, they also move a lot more than other enemies so just blindly firing even at closer ranges is going to result in a lot of missed shots.
When I had enough room and good lighting, like outdoors daytime, I'd do as mentioned above, often times just one pistol round to the head, and a few melee hits. I am 66 though and indoors and/or in the dark it's a lot harder for me to see them well.
Honestly though, when they're staggering a lot after they detect you, the better tactic is to center shot them in the head with the pistol, lead them away from any other nurses as it comes at you, then dodge/whack, dodge/whack, dodge/whack. The bloody ones are best for shotgun.
With these tactics I always had plenty ammo in the hospital and prison, well over 100 pistol rounds and over 50 shotgun rounds sometimes.
Works often.
If you don't like stealth then pop them in the knees or go for head shots.

3 head shots kills a nurse on normal, the other world nurses are the same. Yeah they stagger a bit more, but take your time, or go for the knees to stun them, then a good ol wack with the pipe.
If your more confident, turn off the radio, and the flashlight when coming up behind enemies. Hit them in the back for essentially a critical hit and knocks them down.
Other than that, save, then practice their moveset. Get the dodge timing down. By the time you enter the otherworld hospital, you should be able to dodge them more than not.
If there is more than one, I will use the handgun to take one out asap, then melee the other. Or at the very least, shoot one a couple times to get it weak, then do the good ol Callisto Protocol dance around, 1 hit, dodge, 1 hit, dodge.
