What is wrong with optimization?
Its terrible.. with dlss i have 50/60 fps and lowering setting from high to low not giving me even a single fps more. Srsly, devs getting even more lazy, thanks to the dlss feature e_e

Raytracing seems to be poorly optimized in this game. People have only reported better FPS after switching to DX11, which of course turns off raytracing. Only way to get 70-90 FPS is with frame generation. And that's probably the people who actually get FPS around that range.
It's mostly Unreal Engine 5 issue, struggling to stream assets on time which caused traversal stutter and poorly inconsistent framerate/frame time. Thus, it's better off to play on PS5 Pro Console instead.

I dont really care about raytracing. I had 25 fps with mid-setting and rtx off on the beginning. Turning dlss on ultra performance giving me 50/60 fps on my 3080 rtx. Also i have different games on UE5 and they runs fantastic. I really wanted play SH2 again, but also i give myself a pause for buying this game on the release, because i wanted see what kind reviews will be...

I agree. I'm just pointing out, like other users, that it's a game issue, not a hardware issue.

What's your system OP? It's curious that settings don't alter anything, eg turning down shadows should have some effect.

Keep in mind, "RT Off" just disables the higher fidelity hardware ray tracing, but still has software lumen. Only way to really disable RT is to switch to DX11. However, you miss a lot without at least software lumen.
Honestly after watching videos with DX11/12 or RTX on/off there is not really big differences. Some areas looks better, some of them worse or not different at all.
