Unfortunately Im at 4 minutes trying to load from splash screen. Okay it loaded.

Don't know about FPS. But stutterwise...
1. After patch have significant improvement.
2. After new driver like degradation.
100% before patch -> 50% after patch -> 65% after driver

It seems the same because the performance issues this game has aren't GPU related.

Yeah, stutter I'd assume to be the same, that isn't likely GPU related but CPU and asset streaming related. Though, FPS (min, max) may get a boost from some specific Nvidia optimizations.

I'm assuming there might be some SH2 profiles you can use in the nvidia app/geforce experience so it's worth looking at that too.

Is this referring to the 1.4 patch or an actual nvidia driver update? Looking online for any notes on it helping with silent hill 2 and getting nada

Edit: so it just optimizes what settings you should use? Meh.

Its just for those that dont know how to move the shader from high to medium i think lol correct me if im wrong
