For me personally over the shoulder shooters are impossible to play on a controller to begin with, but to each their own.
It works, but I don't recommend it.
But the mainly reason is not that, I think controllers are a must have to games like this. Normally I prefer K+M, it's faster, more reliable and you can aim better. Love it.
But this game isn't about rushing or precision. It's about slowly progressing and being immersed in the atmosphere, the tension, the visual and sound effects. K+M, at least with me, make me naturally rush in some way.
And this game works REALLY well with controllers. You can adjust the aim assist the way you want and sensibility is absolutely perfect if you have a nice controller. Really smooth experience.
Some games offer a terrible experience with controllers, but this is definitely not one of them. It's excellent, on par with Resident Evil or even better.
In summary, you can play with keyboard and mouse, it works OK even though there's noticeable input lag. However, the experience with a controller fits this type of game much better, IMHO.
