had the same prob with avast and without that you'll get a "disk error" everytime you want to reinstall the game/patch!
Wow,
having compleatly deleted and uninstalled steam, the game and the games save folder ( i hope my backup works ) - done much googling restarted multiple times and looked through the games logs it could be that the whole time.
as soon as my game reinstall ( again ) ill try disabling my anti virus
is it only avast or do other products cause this issue
which specific file do you have to put in the exception list?
I had previously used a mod to get rid of the stuttering problems so yes i did believe that compleatly clearing out any files which may have been left behind and corrupted/incompatable with the new version was reasonable.
i is now looking forward to 4k with everything at max well above 60fps at all times.

what error are you getting
I had the same problem at first.
try disabling your anti virus compleatly ( some of them have an option to disable it for a fixed amount of time )
Disable all features and try to run the game
