Why pay for the frame gen DLSS mod when you can get just turn on FSR Frame Gen and it doesn't cost anything. Don't add the quote marks. Also, in the game turn on FSR 3.0 and turn off vsync.
Navigate to C\Users\[username]\AppData\Local\SilentHill2\Saved\Config\Windows
Open Engine.ini in Notepad
Add "[SystemSettings]" at the end of the document.
Add "r.FidelityFX.FI.Enabled=1."
Save the file.
