It's an Nvidia thing that works like a photomode. If it's implemented you can hit Alt+F2 to bring up the interface for it and it effectively is a GPU specific photo mode.
The game doesn't have Ansel support.
This is the answer, This is what I use.
There are 2 mods on nexus that injects into the .exe running in memory that work in the same way as UUU to unlock freecam and enable the UE command console.
UUU has the benefit of having the ability to *add* new light sources where light sources aren't usually rendered..
This is how I got shots like these

The ONE thing I wanted in this game was a proper photomode but since it's not there this will have to do.
Seriously, thank you. This is exciting and I can't wait to test it out myself :D
Hint for both of you also, whether you opt for UUU or one of the mods on Nexus, If you go into the command console ( Tilde key )
Type the following command
X would be the number you would want to render at,
HighResShot 1 will render 1x your ingame screen resolution.
HighResShot 2 will render 2x your ingame screen resolution,
HighResShot 3 will render 3x your ingame screen resolution.. and so on and so forth.
When you press enter to enter the command, The game will appear to "Freeze" and will become unresponsive, It hasn't frozen, It is taking smaller screenshots of various parts of the screen and then stitching them all together to create a much larger image.
The largest I have got the game to render before it crashes on me, was 3x 2160p, So it was rendering a screenshot that is 3x larger than 4K, effectively being 12K res screenshots.

Images taken using this method will be saved to : C:/Users/YourName/AppData\Local\SilentHill2\Saved\Screenshots\Windows
Or alternatively, Open start menu and search for run, open the run app and paste this in :
%localappdata%/silenthill2/Saved/Screenshots/Windows
This windows address variable will take you directly to the folder.
Which version of UUU are you using?
The UE5 builds of UUU are patreon only, If you're using UUU4, It'll crash because it's trying to inject into an unsupported engine version.
Yup that'll do it.
the UUU for UE5 isn't freely available atm, It's only available from having a patreon subscription atm, I don't know if he plans to release it publicly freely in future.
I subbed for one month to get the tools and then unsubbed once I downloaded all the tools that I'd have a use for.
If you don't want to sub, as I said there are 2 mods on nexus that allow for freecam available there now so you have those as fallbacks.
:edit:
scratch that, one of the mods simply redirects you to the UUU5 page which then links to the patreon.
This is the only freecam mod that you can use free : https://www.nexusmods.com/silenthill2/mods/29
and will i get banned in online games for having this program for SH2 remake only.
UUU can conflict with reshade yes, not always though.
And no, UUU is only for unreal engine games, It is not intended in any way for multiplayer and can result in a ban if you use it in a game that is anticheat protected.
Single player games only and you will be fine.
