they aren't, it's just you only see the parts of them that are broken or dysfunctional enough to be used and exploited by silent hill.

I'll make a post later that goes in depth into the symbology and the story of the game, inso much as I can. I know my SH stuff, but I'll probably miss something. Hopefully it won't get overrun with trolls when I do.

Let's say you killed someone, you feel guilt or maybe you feel happy, anyway this type of things can affect your mind, so when you go to silent hill the town knows that, in a way the town can even call you, but you will not arrive to the normal town, you'll arrive to the fog version of the town, the first layer, in this place things from the deepest parts of your mind will manifest, your fears, your guilt, your desires, etc.
that fog world has a cycle, in wich it changes to the rusty world, wich is more dangerous and weird, it's like a day and night, so in this game you are James, a man that killed his wife, he goes to silent hill to kill himself, but just when he arrives he collapses and his mind hides what he just did, it creates a lie in wich his wife died 3 years ago and just now recieves a letter from her, telling him to come to meet her in silent hill.
so every monster is a manifestation of what James has forgotten, his mind and the town are trying to remind him what he has done, along with a lot of his guilt, fears and desires.
it's like having a long long nightmare.
Pyramid head, is a real executioner that used to execute people in the old days of silent hill, in the story of the game james and his wife went to the town as tourist, there, James learns about the town lore and sees an image of pyramid head, that image strikes him deep, in the present it manifests as a shape of guilt and punishment for what he did.
The other people like Angela and Eddie are the same as James, each one with their own nightmare version, except for Laura, cause she's a Kid and kids tend to have imagination and a deep conection with the dream wolrd, she sees james but she doesn't see the monsters.
You are basically correct. There is some cult ♥♥♥♥ involved, thanks to Alyssa Gilespi from SH1, which caused the town to get to how it is now in the first place, and this is expanded upon in SH3 and SH4 to a degree. But i'd say this is a pretty succinct explanation.
