Only if James were his older way less charismatic autistic brother... nop, still don't see it.
They kind of have look a like hairstyles, way better kept on Leon, and both of them are blonde, but the similarities end there.

They are both dudes with similar hairstyles and blond hair, duh.
James was first by the way, Leon in the original RE2 had reddish brown hair and was only retconned as blonde in RE4, which was 4 years after OG SH2 released.
