Um, what? Did you just literally miss Angela's entire backstory?
Honestly, it's both. You get these themes teased throughout the game symbolically, usually in ways that won't make sense until you get to the end and understand why these characters are in Silent Hill and dealing with this stuff. Some of it is explained more explicitly, and some of it is very subtle and requires you to piece together context clues.

I guess "not even past the first half" was not entirely correct of me to say, but 70% still sounds too much. More like 55-60%.
checked one of the latest glitchless speedruns, even though they will improve further clearly it is a good way looking at things since they dont waste time more here or more there. prison is at 60% of their run starting.
so we were both under or overshooting ;)
getting back to the topic in the upcoming 40% of the game you are confronted with all the above mentioned themes
