It stutters for everyone there is no way around it. If you watch the video the games times are restricted to the a bad variable forcing a delay of animations. NO ONE can get past it you just either get use to it or not notice it.
The guy in the video is using the BEST CPU on the market and the BEST GPU. Digital Foundry isn't some small rag.

They specifically "specializes in technical analysis of gaming hardware and software, using state-of-the-art capture systems". They're using very specialized technical tools to test the hardware and software.
I have no idea how anyone doesn't immediately notice it especially as you go further into the game and the game does some strange loading and unloading repeatedly.
So what's the problem if one doesn't notice it? What even is a stutter if it's non-noticeable? Do you have to play with some real-time graph on to increase your awareness of a non-issue?
the stutters are noticeable in this case, but they very much likely probably don't even know what a stutter is or even looks like is and thats their problem 90% of the time and they go in and spread the usual misinformation without researching.

Ya my brain. How are you not noticing it. It's so blatant. The only way you can't notice it is if you're use to playing low FPS and the stutters only dip by 66ms at 8 frames or something. It's less than a second sure but it's a near constant.
I NOTICE IT. I have no clue how you don't. It's like a car going 60MPH and suddenly drops to 45MPH for even a split second. HTF do you not notice that.
I'm perplexed how you guys are not noticing it. Nor the sluggish animation WHICH is a SEPARATE issue as it's almost always happening since it isn't timed to frames. The animation CAN LAG SEPARATELY. Which I don't even understand how they pulled off.
Try watching the VIDEO. NOTHING gets rid of it and only edits/mods OUTSIDE of the game can HELP but not get rid of it.
NOTHING can remove the stutter, NOTHING. Especially since it's three issues one with the frame rate/loading and unloading/animation. It's not just one thing.
To really dumb it down since people are not watching the video the game has segmented the world. The previous game the ORIGINAL had loading screens to segment the "scenes". This is sort of still in the game but they segmented it into more locations. So when you cross a LOADING line you unload the previous area and load the next. This is what is causing a lot of the issues and you can't get around it. It has nothing to do with the graphics it's just ramming the memory with data repeatedly slowing it down. There is no way around it. It does the same thing on PS5 and they're using GDDR6.
This is likely a developer issue and can be fixed I would think. However it has VERY POSITIVE and apparently most people are somehow blind to it? I'm not sure why either of these the score or the blindness is occurring but they are less likely to fix their technical issue due to it.
then record a video. Don’t forget to include a frametime graph overlay, 5 minutes long, running through the environment.
