Definitive Sttuter Fix
Here’s the solution, I figured it out after watching Digital Foundry Review

1. Use the launch parameter in Steam:
-UseFixedTimeStep


2. Via Rivatuner, set the game to 30fps/Hz (you can enable Nvidia Reflex here).

If you don't use RivaTuner to limit the FPS, your character will run excessively fast due to the parameter we introduced in the previous step.

You can play all the game with no Sttuter... But if You Want to play 60 fps try step 3.


3. Use the Lossless Scaling program to double the frames from 30 to 60 (the capture API that worked for me was WGC).



It worked like a charm for me!

seems like the sh2 enhanced edition is more better than this trash. keeps the original superior non-sjw designs and no-censorship, but increases fidelity, adds widescreen and runs at 60fps with no stutter lol

Nice I will redownload the game again lol. Also don't forget to set your refresh rate to 60hz for a smooth experience using lossless scaling.

I hate to say it, because you’re providing some worthwhile info, but calling this the definitive fix and posting it repeatedly, when it’s running the game at 30FPS…is a little misleading. There’s nothing definitive about a 30FPS experience for this new game, even if you use interpolation to get a visual 60

If you want to play the game at 60 fps, you can use -UseFixedTimeStep -FPS=60 in the command line arguments.

Even on a 7800X3D there will be some stutters above 16.67ms, so there will be some stutter at 60 fps, but without the animation stutter it should ideally be a lot smoother overall.

Nah I use it and it works. Well, the problem is that animations still run at 30 fps regardless. So animations look a bit choppy but still overall better than if the whole cut scene ran at 30.

No idea, but it wouldn't shock me. Depending on how badly they break cutscenes and how poorly the user in question had been handling their saves (I don't care who you are; using 1 save slot on a modded game is moronic) it could have easily resulted in broken games. Mod creator might have been tired of getting blown up about it and deleted the mod 🤷‍♂️

I prefer 30fps over 60. 60 feels cheap while 30 feels cinematic.

Then using the above command line would almost def break the game. The animations would result in going half speed at 60fps when using a fixed time step. Using a fixed time step syncs game speed with framerate; thus any drop below 60fps will literally make your game physically slow down.
Traversal stutter is still present in-game.

Heh... that's pretty funny. You probably got that from movies and those horrible frame interpolation settings for higher smoothness. Soap opera effect we call it. Games are a different medium though, there's nothing cinematic about 30 fps.
