Is this game connected to Silent Hill 1 (other than being set in the same town)?

Not really, SH3 is the direct sequel to SH1.
No SH2 is it's own isolated story. SH3 and SH1 are connected directly however

SH4 also directly references James Sunderland too. He was related to the landlord of the apartment complex that the main character stays in. Because it references James, we know about what his canonical fate is too, which is pretty cool.

All games share the same universe (silent hill), so yes they're all connected. You can see in memo's that they call back to previous entries, to tie their stories together. (ex: the cult being present in all)

In terms of direct connection. SH1 & SH3 are directly connected, and SH2 & SH4 are basically directly connected (via Henry's superintendent).

Also SH2 insinuates that everyone experiences silent hill differently, so its not just it's setting, but also the fact everyone is experiencing the same phenomenon of "silent hill" (in different ways obv).

YKNO WHAT I HEARD? THIS WHOLE TOWN USED TO BE A SACRED PLACE...

you can absolutely infer a lot of connections that aren't outright stated if you've played both sh1 and sh2, but sh2 really is its own story.

Excellent breakdown. If we want to take the um. Movies (I cannot believe I am referencing these abysmal pieces of absolute dog-crap), they too lean into the idea that everyone experiences SH differently.
