If I was ranking Outlast as a 10/10 I would rank this about a 4.
I'm pretty weak to jump scares so...atmospheric/psychological horror elements are still bearable for me.
SH2 is mostly atmospheric and that feeling of never being comfortable, if that kind of stuff doesn't scare you this game won't be scary.

OP the game isn't horror in the traditional sense. The game is psychological horror. It is a game that you will take a mental toll. As the player, there's going to be things you come across that are disturbing. Mental anguish is the type of horror that this game brings.
There are a couple of jump scares, but the focus definitely is on the psychological aspects. Every monster has symbology associated to it. Arguably every location has it's symbology as well. Symbolism and narrative are the mainstay of this Silent Hill game (as was the case with all of the first 4 games).
The atmosphere is scary. The monsters are more symbolic than scary in the traditional sense. The game gives a sense of unease. There is a wrongness to the situation that you are in that you might find disturbing. It leans more heavily into atmospheric horror than physical horror I think.
