Are at least one elevator radio quiz answer to be discovered in previously found memos

No direct answer please! I just wish to have confirmation that I can go through all the memos again to find the answers to one or two of the questions that seem to be checking if the player paid attention.

I started reading but it's a lot of crazy thoughts, keypad codes and puzzle related. Should I keep reading?

Nope, two are from readable things you interact with in the world and the other gives itself away easily.

I don't think all of them are in memos. The plague answer IIRC is only on a monument at Rosewater in the remake. It's in a similar place as it was in the original game (the answer hasn't changed). The other one's on the first map and another is a memo from the apartments.
