for everyone who is suffering from stutter problems...try this
I tried every mod possible, but only one really minimized my stutter issues a lot, along with some settings in engine.ini. You will need to do the following: open your engine.ini C:\Users\*username*\AppData\Local\SilentHill2\Saved\Config\Windows

put the following commands at the end of the file:

r.ShaderPipeLineCache.Enabled=1
r.ShaderPipeLineCache.Precompile=1
r.NT.EnableConstrainAspectRatio=0
r.DepthOfFieldQuality=0
r.SceneColorFringeMethod=0
r.Tonemapper.GrainQuantization=0
r.FilmGrain=0
r.NT.Lens.Distortion.Intensity=0
r.NT.Lens.Distortion.Stretch=0
r.NT.Lens.ChromaticAberration.Intensity=0
r.NT.DOF.RotationalBokeh=0
r.NT.DOF.NTBokehTransform=0
r.FidelityFX.FI.Enabled=1

(this will activate the game's frame generator, along with some graphical adjustments to remove post-processing effects that I find horrible, and also to optimize the loading of shaders, such as r.ShaderPipelineCache.Enabled=1 and r.ShaderPipelineCache.Precompile=1)

For the frame generator to work, you must use FSR 3

After that, my game changed a lot, I'm in the apartments, a region that before, stutters happened practically every 5 seconds, now it's running beautifully, my requirements just out of curiosity:

RX 7900 XTX

5 7600X

32GM 6000MHZ

and of course...I recorded a video with the frametime on the screen to prove that it really worked, If this helped you or at least eased your stutters, let me know.

I believe that to alleviate this even further, lock your FPS through RTSS, and don't ask me why, but locking it at 60 helped, but stutters still occurred, I locked it at 85 to alleviate the input lag caused by frame generation and... I played for 1 hour, and absolutely no stutter, try this

If I am not mistaken, r.ShaderPipeLineCache.Enabled=1 and r.ShaderPipeLineCache.Precompile=1 are -dx11 only (I tried them in dx11 and it made no difference anyway), and half the others are -dx12 only so....mostly snake oil, though r.DepthOfFieldQuality=0 does get rid of the ugly depth of field effect.

The things I find that actually work/help (on RX 6600) are -dx11, Shadows=LOW (this one is huge), FSR 1 (not FSR 3) it is faster and less blurred.

Dx 11 in 2024 ? My version doesn't even start with this command.

It's not like I completely removed the stutters, they still occur, but very rarely, try copying the graphics settings (video), or locking your framerate using RTSS, maybe it will work better

stioll stutters, nothing can help.
i have 4090 12700k dlss Q 4k rt no rt epic low etc .... always stutters even with .ini modification

Calling them stutter problems isn't very inclusive, you may want to rephrase that.

stutters are no binaries it's because they are in this game, if they was mal alpha there is no stutters may be

sorry but you just post random cvars that arent even for this game
the "NT" refers to ninja theory and is related to hellblade 2, just because its UE5 as well you cant copy and paste them and expect it to work (it doesnt)

like, "r.NT.EnableConstrainAspectRatio" was used to get rid of the letterboxing in Hellbalde 2, this isnt even a thing in SH2

and none of this does anything to alleviate the traversal stutter, you cant fix this with random cvars....

and the game doesnt suffer from shader related stalls and stutters either but unrestrained loading of assets and map data which stalls out the CPU threads

These did absolutely nothing. Totally useless. If anything, it stutters a bit more.
