Because you’re running a pirated version.
The things I find that actually work/help (on RX 6600) are -dx11, Shadows=LOW (this one is huge), FSR 1 (not FSR 3) it is faster and less blurred.
i have 4090 12700k dlss Q 4k rt no rt epic low etc .... always stutters even with .ini modification
the "NT" refers to ninja theory and is related to hellblade 2, just because its UE5 as well you cant copy and paste them and expect it to work (it doesnt)
like, "r.NT.EnableConstrainAspectRatio" was used to get rid of the letterboxing in Hellbalde 2, this isnt even a thing in SH2
and none of this does anything to alleviate the traversal stutter, you cant fix this with random cvars....
and the game doesnt suffer from shader related stalls and stutters either but unrestrained loading of assets and map data which stalls out the CPU threads
