James is too mentally ill to leave silent hill, that is his whole personality, compared to silent hill 4 or 1, where two regular dudes are able to leave silent hill where they are dragged into other peoples versions of silent hill, it is his own version of silent hill as the town adapts to your mental state kinda, it is simply his choice out of pure mental illness that he stays, its really that simple, its stated at the start of the game that he can leave, he just chooses not to...also if you play 3 and 4 you have the option to stick your hand in a toilet or hole in the wall and each character says they're basically not that crazy, however, James is, cool fact, hes related to the superintendent in 4, its his dad.
