Can't access employee elevator to grab my items

I just did the employee elevator section and I leave the bar to try to get my items and the door is locked and says staff only. This happens almost every playthrough and usually if I reload a few times it fixes it but this time it's not fixing it. I'm doing the full collectible achievement so I really don't want to start over.

It's not even just locked, it's doesn't even say employee elevator it says staff only. I already used the key and completed that section-I'm just trying to get back to get my things and it won't let me back in.

It never happened to me but i loaded a little later save and now i cant go inside it either. But my save is from a little later so if you have processed before immediately going back to get your stuff it might be because of that.
or just another bug, they got a lot of those sadly :/

I've gotten it a few times but it always fixed itself from reloading but whatever update they did recently once it's locked itself it seems to stay locked. I tried to restart that area from an autosave and walk back out and it still didn't fix it. Those were the last achievements I needed too and I got stuck again. I wanted to 100% this game so bad but the bugs are insane. My last save I think was from the prison and I really don't wanna redo all that just for it to bug again anyway.

The employee elevator you need to go to is actually on the 2nd floor of the hotel in a lighted section, so you don't need the flashlight. Basically, after going up the stairs, you turn left on the second floor ("sunset wing"). I also got confused where the elevator was and went to the wrong place on my first playthrough.

I'm not confused on where it is... I've beat the game a few times already. For some reason the employee elevator doesn't always say 'employee elevator'. I'm already went IN the elevator, completed that section, and I'm just trying to return to it to grab my things. I even tried to restart to before I got the key. I got the key, and now for some reason that area is locked again. This is an issue I've had almost every save.

Maybe I was half asleep when I was playing earlier b/c I really thought I checked here. Thank you for the help!
