I believe that I've mentioned before, or I had at least implied it. It's because James hopes to be innocent, he's on top copium stuff until he gives in to the reality check. Also, again, the whole Foggy town is in HIS OWN imagination. There's no telling if ANYONE actually there IS a real person. For all we know from the game itself ,the entire game action can be only taking place in his own mind..
Also, funny how only James and Eddie interact with Laura, as they're the two ones that are running away from responsibility/accountability and guilt, they want to be innocent, thus, the fine copium inside them generates such manifestation. In James's case, Laura even treats him like a joke, she's elusive.. "No you ♥♥♥♥♥♥, you're not innocent, get your ♥♥♥♥ together.. " Not Angela though.. she never sees Laura. Probably because she never felt redeemable, her mother made sure to implement that feeling deep inside her. She feels like she doesn't deserve saving and she's guilty of her predicament, thus, no innocence manifestation. You see how every character in Silent Hill 2 can be just a manifestation.. based on each character's emotional state or needs ? And yes, even if Eddie and Angela are also manifestations, they can also get their own manifestations based on the same dynamic.. like.. "inception style.. "
