This is also my experience. I have an i7-12700H, 32 gigs ram, SSD, and a 3070ti (laptop version obvo) and it runs very poorly.
I tried to refund it but I had 5 hours in the game and got rejected. sucks because most of that time i just had the game on in the background while looking for ways to fix the stuttering and best settings guides. I must've messed with every variation of settings DLSS off/on and different resolutions and frame rate.
Nothing fixes it and the horror is totally ruined when you break immersion like that.
I didn't play the original series so, this is my first exposure to the game. A very poor one at that.

For an immersive game, with no open world, it shouldn't have released in such a bad state...
How do u immerse yourself in this world when u have fps hiccups so often...
It's not far from Dead Sapce Remake performance "badness"
They're all here, shader stutter, traversal stutter, fps drop and... bad frame pacing!
Every Bloober game has these flaws...
I don't think The First Descendant is as spec heavy/demanding as Silent Hill 2. They are both Unreal Engine 5 games, but Silent Hill 2 asks for more than TFD (minimum spec wise)

Don't know what the mega difference is between the two for one to run fine for you while the other does not. Could be SH2 Remakes lack of optimization? not 100% sure. They should ask how they got TFD to run so good lol.
Don't give out advise when you don't know what you're talking about. Triple buffering does nothing for 99% of us with a VRR display. In game Vsync should be off ANYWAYS.
also, my cousin played this with a MUCH lower spec PC and he played through the whole game and said it didnt stutter for him at all. Idk just kinda weird.
