You can get all of the collectibles on New Game+, but you've got to do it a bit differently - in normal mode, there is a memo in the Lakeview Hotel called Lost and Found that is replaced with an item that you need to trigger an ending in New Game+. As a result, you need to head over to the bowling alley to get a memo out of a safe in there that only appears in New Game+. Collect all the other memos in the game and then you will get the achievement.
I would seriously recommend using a guide for the collectibles now that you've played through once and won't be spoiled about anything, there's a TON of them and it's so easy to miss one or two.
