Kojima didn’t leave because of PT or anything that happened after.
Kojima knew he was not going to be at Konami for long BEFORE PT released.
It was his final little test game. And also one big proof of concept that he knew exactly what he was doing when it came to completely beating out every game after 1-4 easily.
Even if he knew Silent Hills was likely to never happen, he made his point, and then left to make his own team instead.
It’s Konami that was planning his leave during MGS5 that’s to blame
The culprit of the Silent Hill 2 fiasco are but Konami, themselves.
They decided to start with the second game because it's the most beloved. So everyone's gonna buy it, right? If they REALLY wanted a revival of the series, logics says they would've started with the first one, instead.
Hopefully their little "get rich quick" scheme bites them in their ass.

PT in my opinion overrated!
we shall see about Delta. Delta is being handle by a Singapore company while working alongside Konami. I assume it's the same as this game. Konami are just there to consult and look over the game while actual development is handle by that Singapore company.
PT itself is a demo, but the potential full game most likely was not.
(also SH4 has entire first person sections and are the best part of that game……….)
Kojima knew that if he just copied what was done before completely, it wouldn’t capture much interest.
So he took it in a different direction, while still feeling more SH than every game after 1-4. It keeps the original mystery and building of suspense but through a different approach.
Much better than the mid Origins, and the terrible Homecoming. Which look like SH but miss the point of the series entirely
It is NOT Kojima's fault that Konami handed this Japanese classic over to a bunch of incompetent, virtue signaling Western developers.
