Yes I have. I also downloaded the file and followed the instructions exactly. I couldn't run it. And the application could also be uninstalled afterwards (no longer), which is why I had to completely reinstall my Windows 11. Yesterday I sat there at the computer until 10 p.m. and, as I said, I had to reset my computer completely because of the download. It doesn't work for me.
Simply because I know what I'm talking about and I've had similar experiences myself. Why are you in a Silent Hill 2 remake group if you're attached to the original anyway?

Also you didn't need to uninstall it. There is no install. You just delete the files if you don't want them anymore.

The best remakes I’ve seen are Metroid Prime Remastered (it’s labeled a remaster but graphically it’s a remake, and it nails the attention to detail and original tone), Resident Evil 1 (keeps both gameplay and original intended art design intact, only adds new things), Metroid Zero Mission (might as well be a completely new game but in this case, doing it to an NES game makes sense), and maybe Nier Replicant (mostly really good but I could nitpick the new voice recordings. Same actors, but there’s something special about their first recordings that’s lost now)
(SH2 is not one of those really well done remakes)

I had the same problem with the retro game Indiana Jones and the Tower of Babel. I found it on Steam, the original from 1999. I bought it full of anticipation, but I didn't enjoy it much. It was a complete disaster to play it under Windows 11. After a certain amount of time, the main character automatically walked backwards and climbed backwards down the ladders on his own. With a heavy heart, I had to uninstall the game and request a refund via Steam. Because I saw that the game doesn't work properly under Windows 11.
Unfortunately, switching to an older operating system didn't help.
I also recently watched the complete gameplay for Silent Hill 2 on YouTube from the original. Is not that enough? Why do I have to play the original????
You spoiled it for yourself, but its essentially "Why do I have to read a book, I can just read the Wikipedia summary"
Why did I spoil it for myself? I watched the original and compared it with the first trailer released in 2022. And I noticed that there were a few little things missing from the original that were in the trailer for the remake from 2022.
But, if you're not the one in control and making decisions in a horror game, then you're not getting the full intended effect of how the game was designed to be experienced
Its why playing a horror game is always much scarier than watching someone else do it for you.

Cause i couldn't play Xdefiant and couldn't uninstall Xdefiant cause it was refused.
Which sounds similar to your problems, I had to run the Ubisoft launcher and game as administrator to fix both.
I have both games running perfectly cause of the fan patches making them run on modern systems. Enhanched edition SH2 is the best way to play even.
Sincerely hope the fix might be this simple. And otherwise there is always PS2 emulation for the folks that can't get it running. That's how i played them before finding the PC versions.
Also, Myabandonware is 100% legit.
It's all games you legit can't buy in any way shape or form outside of second hand copies.
Their download of Silent Hill 2 is probably going down the moment this remake launches.
Happened to THPS 1 and 2 on there when that remake launched.
Happened to Silent Hill 4 the moment the GOG version dropped.
They don't risk getting taken down because of pirating games you can buy or have had a new release, they will direct you to the right store to buy them.
I couldn't even get the game to run, even though I watched various videos on YouTube about how an emulator works.

The question is either desire or minimal PC knowledge as Enhanced Edition website explains stuff as clear as crystal clear water from Alps.
